One of the basic tasks of the project is the derivation of a methodology according to the ecosystem and socio-economic demands of the European Water Framework Directive. Specific effort will be on

The development of a new assessement method to derive the ecological condition of lakes and managed lowland rivers by indicators based on paleolimological methods (micro-phytobenthos, phytoplancton)

The definition of the ‘good ecologic state of open water bodies’ according to § 2 EWFD, based on scientific guidelines, the natural conditions and the water body classification

bullet

The development of management measures to achieve the ‘good ecologic state’ within the time periods given in § 4 (1) EWFD, focussing on the biological components (which depend on the nutrient balance and the hydrological conditions)

The definition of emission limits, taking into account the combined approach of § 10 EWFD

The development of a management plan following § 11 EWFD for the basic aims mentioned before

The extension and application of economical evaluations according § 9 EWFD

Another aim of the project is to check relevant promotion measures of the Country of Brandenburg for the improvement of the ecological state of the Havel and to propose more efficient approaches. The results of the project will provide basic konwledge and proposals to develop and apply water-related development and management plans for the Havel and it’s tributaries, which do not exist so far. By this, also the effectiveness of legal regulation mechanisms (permissions, grants) will be improved. In addition, the the policy of Brandenburg provides further existing ways to improve the ecological state of water bodies.

Deficits and conflicts are mainly obvious in achieving the ecological goals of water management according to the Brandenburg water laws. Missing scientifically based management plans for the various river systems reduce the effectiveness of legal regulation mechanisms, which is intensified by the EWFD and it’s higher demands. These demands and the application of the EWFD induce a change and an improvement of these mechanisms. To provide basic knowledge and proposals is one of the main aims of the Havel project.
